CD7: Cottonwood Comprehensive Development Zone 7

A zone in City of Kamloops Zoning Bylaw No. 55, 2021 (City of Kamloops). Our summary of Section 12.7 of the bylaw as consolidated to 2026-06-09.

What the zone allows

Homes allowed
Up to 415 apartments in four high-rise buildings, at least 115 of them seniors housing
Main uses
Apartments, seniors housing and light-care seniors housing; conditionally offices, medical and professional offices, shops, restaurants and cafés, a liquor store, a convenience store, personal services, a bank, daycare, community and residential care, indoor recreation, home-based business
Lot coverage
55% including parking and driveways
Height limit
Building 1, 10 to 11 storeys; building 2, 15 to 17; building 3, 12 to 13; building 4, 8 to 9; no more than 13 storeys until 150 homes are built and occupied
Setbacks
Front 4 m (Cottonwood Drive); sides 4.5 m; side street 1.2 m (Renfrew Lane); rear 3.5 m

Business floor per building: 150–225 m², 650–725 m², 525–600 m² and 0–50 m², each unit at most 200 m²; offices 0–50 m², 300–350 m², 25–35 m² and 65–100 m² (s. 12.7.2).

45% of the lot is landscaped open space for residents; no freestanding signs; light kept on the property (ss. 12.7.4 to 12.7.7).

What the "conditional uses" of s. 12.7.1(b) depend on: the bylaw lists them apart from the principal uses but states no condition, so when they are allowed is unclear; ask the City of Kamloops.

The zone doesn't list short-term rental (stays under 30 days), so homes here are let for 30 days or more (ss. 1.3.1, 2.2).

Section 3.11.4 doesn't list this zone, so shipping containers stay only during construction or a move (s. 3.11.2).

Beside a provincial highway, buildings and structures stand at least 4.5 m from that lot line (3 m where a public lane gives secondary access); less needs the Ministry of Transportation's consent and a variance (s. 3.15).

Below the 200-year flood level, floors used for living, business or storing goods in multi-unit or small-scale multi-unit housing and in garden or carriage suites sit above that level (s. 3.16).

Site-specific exceptions listed in the bylaw by legal description can add or change uses for one property, and development permit areas, the ALR and building rules apply on top. Confirm with the City of Kamloops' planning and development department before you buy or build.
