Can I add a suite or a carriage house to my property in BC?

Almost everywhere in BC, a lot zoned for one house may also have a secondary suite inside it or a second small home beside it (a carriage house, coach house or garden suite): provincial law requires zoning bylaws to allow one. The zone sets its size, height and parking, and on farmland the Agricultural Land Commission's limits apply. A report names the lot's zone and, where we've summarised the bylaw, the homes it allows.

The report opens at this answer, with the lot drawn on the map and every other check alongside. A PID (on the tax notice or title) always finds the lot; an address works when it's an exact match.

What the answer means

The provincial floor
Every zone that would otherwise allow only a detached house must allow at least one more home: a suite inside the house, a second home on the lot, or both (Local Government Act s. 481.3 (3)). It doesn't apply to zones for manufactured homes only, and inside many towns the floor is three to six homes, not two: see how many homes provincial law requires on a lot.
Where it doesn't apply
Islands Trust local trust areas and land under a rural land use bylaw aren't held to the floor at all: there the zone's own rules decide whether a suite or a second home is allowed. Lots over 4,050 m², heritage-protected land and a few others are left out of the larger counts only, not the suite (s. 481.4), and on ALR land the Agricultural Land Commission's limits win where a bylaw allows more.
Farmland (ALR)
On ALR land a lot may have one home, of 500 m² or less, unless the Commission or the regulation allows more (Agricultural Land Commission Act s. 20.1). The regulation allows one secondary suite, inside the principal home (ALR Use Regulation s. 31), and one second home, detached from the first, built after December 30, 2021 where the lot had only one home: 90 m² or less on a lot of 40 ha or less, 186 m² or less on a larger one (s. 34.3). Anything more needs the Commission's permission, and the zone must allow it too.
What the zone decides
The zoning bylaw sets the suite's or the second home's size, height, setbacks, parking and where it may sit; some require the owner to live on the lot, and some allow a second home only on lots over a set size or with a lane. Building and servicing
A suite or a second home needs a building permit and must meet the BC Building Code (in Vancouver, the city's building bylaw): fire separation, exits, ceiling height and sound. On a well and septic, a new home may need a bigger septic system designed by an authorised person and enough water; ask the health authority. Development permit areas (hazard, riparian, form and character) can add a permit first.
What it means for a buyer
An existing suite isn't legal because it exists: ask the local government whether it was permitted, and whether a second home on the lot holds a permit. A strata's bylaws can forbid a suite even where the zone allows it. For renting one out short-term, see the short-term rental rules.
