The zone is for utilities with only a minor effect on their neighbours (s. 14.1.1): most U1 lots hold pump stations, substations, reservoirs and similar works, so a lot here is rarely for sale (our reading); ask the City what a lot here may be used for before you buy.
Short-term rental of a home isn't a listed use; ask the City.
