The zone keeps and improves open space, with a few uses that go with it (s. 13.1.1). Most P1 land is public parkland, so a lot here is rarely for sale (our reading); ask the City what a lot here may be used for before you buy.
Short-term rental of a home isn't a listed use; ask the City.
