Do I need a building permit on rural land in BC?

In a town, yes: the municipality issues building permits. On rural land it depends on the regional district: most inspect all or part of their electoral areas, but some areas have no building inspection at all. The BC Building Code applies everywhere either way.

What the answer means

Who issues building permits
Building permits come from local governments, not the Province. A municipality runs its own; a regional district does only where its board has adopted a building bylaw and set up the service, and that can cover some electoral areas, or parts of them, and not others.
Where there's no inspection
The BC Building Code still applies to new building there, under the Province's Building Act; nobody checks the work. Zoning, development permit areas, the ALR and streamside rules still apply too, and some regional districts ask for a siting permit or declaration even without inspection.
What applies everywhere
A new home needs a licensed residential builder and home warranty insurance, or an owner-builder authorization, under the Homeowner Protection Act. Electrical and gas work needs a permit from Technical Safety BC or, in some cities, the city. A septic system needs an authorized person's filing with the health authority, and a new well a registered driller.
Small buildings and farms
Most building bylaws exempt small sheds under a set size, and some exempt farm buildings on ALR land. The size and the conditions are in the bylaw, and an exempt building still has to meet the zoning.
What it means for a buyer
Where there's inspection, ask the regional district for the lot's permit file: work done without a permit can need one after the fact. Where there's none, nobody checked how the house was built, so a home inspection matters more, and lenders and insurers may ask about it. Either way, ask the regional district what a permit for your plans would need.

Confirm with the regional district's building department before you buy or build.
