CD-02: Comprehensive Development Zone 2

What the zone allows
- Homes allowed
- Houses, duplexes, row houses and apartments, with accessory dwelling units (s. 5.2), up to each Area's cap of homes and tourist accommodation units in Table 1: from 10 units in Area 4 to 2,742 in Area 1 (ss. 10.2.2, 10.2.3, 10.2.4(2), 10.2.5). A house counts as 1.5 multi-unit homes when the owner swaps one form for the other (s. 10.2.4(4)); up to 30% of Area 1's units may move to Areas 2, 3, 4, 5, 8 or 9 (s. 10.2.4(2)(a)). A lot's own share is set by covenant when it is subdivided (s. 10.2.4(5)), so how many homes one lot may hold is on its title, not in the bylaw: ask the City
- Main uses
- In the Resort Neighbourhood (Areas 2 to 8): houses, duplexes, multi-unit and mixed-use buildings, tourist accommodation, a café, a convenience store, a dine-in restaurant, a golf course, indoor and outdoor recreation, emergency services; accessory buildings and dwelling units, bed and breakfast, a home-based business (type I), long-term and short-term rental (s. 10.2.2). The Resort Core (Areas 1, 9 and 10) adds offices, shops (up to 1,000 m² each), a grocery store, a liquor store, a neighbourhood pub, personal and professional services, an information centre, public parking, light equipment sales and rental, and light and heavy automotive repair (s. 10.2.3)
- Smallest lot for a subdivision
- None set in the zone; when land is subdivided, the owner grants the City a covenant setting each new lot's most homes and share of the resort employee housing (s. 10.2.4(5))
- Lot coverage
- None set in the zone; a Development Permit may set it (s. 10.2.9)
- Height limit
- 8 storeys for tourist accommodation, apartments and mixed-use buildings; 12.0 m for houses, row houses, duplexes and non-residential buildings; a Development Permit may vary these for fire fighting, views and street scale (s. 10.2.8)
- Setbacks
- None set in the zone; a Development Permit may set yards for natural features, privacy, parking, wildfire, snow and streams (s. 10.2.9). No building in a riparian assessment area without a Qualified Environmental Professional's report under the Riparian Areas Protection Regulation (s. 10.2.10(2)); a carriage suite 1.5 m from the side and rear lot lines, 3.0 m beside a street (s. 5.2.2)
The zone is for a year-round, multi-purpose destination resort (s. 10.2.1): Revelstoke Mountain Resort's base and the neighbourhoods around it, built under a Master Development Agreement with the Province (s. 10.2.4(1)(c); our reading). Most of its rules are Development Permit guidelines on siting, wildfire, snow shedding, form and character (ss. 10.2.9 to 10.2.15).
Commercial floor area is capped by Area too: 22,295 m² in Area 1, 1,450 m² in Area 3, 8,450 m² in Area 10, none elsewhere unless moved from Area 1 (ss. 10.2.4(1), 10.2.5). The caps are maximums: steep slopes and sensitive areas can lower what an Area can hold (s. 10.2.4(3)).
Resort employee housing: after the 1,200th home or tourist unit in the zone, each new building permit must come with employee homes equal to 10% of the units it adds, and 15% until the backlog on units already built is made up (s. 10.2.6).
Short-term rental: renting a home as tourist accommodation, in a rental pool or not, is allowed anywhere in the zone (s. 10.2.16(10)).
Secondary and carriage suites (s. 5.2): one of each per main home, each up to 40% of the combined floor area and 120 m², on the same title as the main home; whether they count against the Area's cap of homes is unclear: ask the City.
Parking: apartments and row houses 0.5 to 2 spaces a home by bedrooms, plus 10% for visitors; employee housing 0.15 a bed; tourist units in Areas 1 and 9 0.5 a unit; none for businesses within 450 m of the day-use parking lot (s. 10.2.12). Garbage and recycling screened to 2.5 m, wildlife-proof (s. 10.2.13).
Site-specific exceptions listed in the bylaw by legal description can add or change uses for one property, and development permit areas, the ALR and building rules apply on top. Confirm with the City of Revelstoke's development services department before you buy or build.
