What the map shows

Pipelines are from the BC Energy Regulator's map of permitted pipeline segments: oil and gas lines and the gas utilities' larger lines, not the gas service along a street. Distances are measured by us from the lot line to the mapped line, which can sit some metres off the pipe in the ground. An abandoned or deactivated line is often still in the ground.

Within 30 m of a pipeline

The Energy Resource Activities Act (s. 76) and the Pipeline Crossings Regulation set a 30 m zone on each side of a pipeline. Building a road or driveway across a pipeline, or digging deeper than 30 cm (or cultivating deeper than 45 cm) within 30 m of one, needs the pipeline permit holder's written agreement or the Regulator's order; digging at least 10 m from the pipe needs only a call to BC One Call first, and confirmation from each permit holder it names that the pipe is at least 10 m away.

If digging hits a pipe

Anyone whose digging touches a pipeline must tell the BC Energy Regulator and the line's permit holder.

Who pays for a crossing

Unless the two agree otherwise, whoever builds across a pipeline pays their own costs and the permit holder's, such as realigning or lowering the pipe, digging around it or adding casing. Roads built by the government or a municipality, and new subdivision roads in a municipality, split those costs differently.

The right of way

The map shows the line, not the right of way around it, which has a width and terms of its own set in its agreement. A right of way for the pipeline is usually registered on title: check it in the title search, and ask the permit holder about building, driveways and trees over it.

Abandoned and deactivated lines

The map keeps lines the Regulator lists as deactivated or abandoned, which are out of use. Either is often still in the ground, so ask its permit holder before digging near one. Lines the Regulator lists as removed are left out.

Who to ask

BC One Call before any digging, as the regulation requires; the permit holder a report names, about the right of way and what you may build, plant or drive over it; and a lawyer or notary about the right of way's terms on the title.

Lengths are measured by us along each mapped line inside the place, so a long line is counted in every place it runs through; 261 km of line on land without a place page here, reserves among them, isn't listed, nor are lines the Regulator lists as removed. Statuses are the Regulator's: "new" is a recent permit, whose line may or may not be built yet, and lines it lists as out of its jurisdiction (most of them the first Trans Mountain line) are counted with the active ones, as a report reads them.
