What the zone allows

- No ordinary homes: non-market housing (subsidised housing such as shelters, transitional, supportive and other affordable housing) as a main use, and a caretaker's home as a secondary use (s. 13.1.2; s. 4)
- Main uses
- Civic uses (public works yards, public schools and colleges, hospitals, community centres, pools, libraries, museums, arts and heritage, parks, playgrounds, cemeteries, emergency services; s. 4), parks, child care, a fish hatchery, non-market housing; as secondary uses a caretaker's home, restaurants, take-out food and shops, which serve the same people as the main use and are at most 140 m² (s. 13.1.2, 13.1.6(d), (e))

- One liquor-primary establishment (a pub or lounge) on one site the bylaw names
- One restaurant in a corner of one waterfront park the bylaw names
- One commercial radio station on one lot the bylaw names
- Shops and food at the City's recreation centre site up to 650 m²

The zone is for government, administrative, recreational and cultural services, and public land for schools, parks, culture, non-market housing and recreation (s. 13.1.1).
Most P1 land is the City's or another public body's (parks, schools, civic buildings), so a lot here is rarely for sale (our reading); ask the City what a lot here may be used for before you buy.
A communications tower is allowed only in this zone (a monopole also in M2): at most 45.7 m high (a monopole 25.0 m), 200 m (a monopole 100 m) from any residential zone, 50 m (6.0 m) from every lot line, one a parcel, never in a public park (s. 5.2.14).
No homes but those above, so no short-term rental here; ask the City.
Parking and bicycle parking by use (Section 6, s. 6.10); landscaping under s. 5.2.10 (ss. 13.1.4, 13.1.6). The bylaw numbers two subsections 13.1.6.

Gaming, firearms sales, adult entertainment, pawnbrokers and medical cannabis production are prohibited in every zone (s. 5.1.2).
Sections 5 (general regulations) and 6 (parking) of the bylaw also apply, and 5.2.10 for landscaping.
Site-specific exceptions listed in the bylaw by legal description can add or change uses for one property, and development permit areas, the ALR and building rules apply on top. Confirm with the City of Port Moody's planning department before you buy or build.
