Zone 2 is the land listed in s. 3.02A: parts of Sections 15 and 16 (Township 29, Range 23), the land by Golden's east boundary south of the Kicking Horse River, part of Section 24 (Township 27, Range 22), two parcels near Glacier National Park, and Lot 3, Plan 11465 with 20 m of Columbia River foreshore.
Provincial rules (building, septic, the ALR, environmental permits) still apply to any use.
Inside the ALR, the Agricultural Land Commission Act, its regulations and the Commission's orders win where this bylaw conflicts with them (s. 3.04A).
No main front wall closer than 7.5 m to the Trans-Canada Highway without the Ministry of Transportation and Transit's consent (s. 4.01).
The whole planning area is a development area (s. 3.01A): the CSRD board can require a development permit setting siting, parking, landscaping, servicing, signs and the finish of non-residential buildings (Division 2). Ask the CSRD whether your project needs one.
This bylaw began as provincial regulations in 1961; outside Zone 9 it sets no lot sizes, heights, coverage or side setbacks (Bylaw No. 168 deleted its minimum parcel sizes in 1978). Other rules (subdivision approval, septic, building permits) still apply.
Site-specific exceptions listed in the bylaw by legal description can add or change uses for one property, and development permit areas, the ALR and building rules apply on top. Confirm with the CSRD's planning department before you buy or build.
