The zone is for public and institutional buildings: schools, halls and churches, government services, care homes, child care and cemeteries (s. 20.1.1; our reading of its uses). It allows no house.

Parking (Table 11.2): one space for every 5 seats or 20 m² of assembly area, whichever is more; 2 a classroom for an elementary or middle school, 3 for a secondary school; one for every 2 people a community care facility is licensed for; one for every 4 hospital beds; one for every 30 m² of other institutional floor area.

Vacation rental (stays under a month in a whole home) isn't a listed use in this zone, and uses the zone doesn't list are prohibited (s. 5.4); ask the RDOS before renting a home short term.
New lots must be at least a quarter as wide as they are deep.
