- Civic uses (government offices and operations, schools and colleges, hospitals, community centres, fire halls, libraries, museums and law courts; Section 1), child care, a farmers market (packaged liquor sales by at most 20% of its vendors at a time), offices for non-profit societies, parks and playgrounds, parking lots and structures (at most 95% of the lot), utilities (above ground only inside buildings up to 12 m high); accessory caretaker, hobby beekeeping, restaurant, retail, a liquor lounge with a restaurant (Table 5.3, Notes 3, 4, 9 to 11, 14)

The zone is for educational, governmental and institutional uses that provide services (Table 5.1). Most P1 land is schools, City buildings and other public sites, so a lot here is rarely for sale (our reading); ask the City what a lot here may be used for before you buy.
No homes but a caretaker's, so no short-term rental, which the bylaw allows only as a home business in the A and RS zones (Section III, s. 5-4).
Uses the zone doesn't list aren't allowed (Section II, s. 5).
