The Regional District of Mount Waddington doesn't publish its zoning map as open data, so a PlaceDossier report can't say whether a lot is zoned RA-1. No building within 7.5 m of the natural boundary of a watercourse, the sea included, and floors at least 2 m above it unless an engineer shows less is safe (s. 1.10.0).
