CDB2: Comprehensive Development B2 (Shelter Bay)

A zone in Electoral Area 'B' Zoning Bylaw No. 851 (Columbia Shuswap Regional District). Our summary of Section 5.10 of the bylaw as consolidated to 2025-10-22.

What the zone allows

Homes allowed
Depends on the lot's development area. Areas 1, 2, 3, 5 and 6: one house per lot, plus secondary dwelling units under s. 3.15. Area 4: one house or one townhouse per lot, or an RV on a resort residential space. Area 7: no house; an employee camp for seasonal staff (a main building and 40 two-person platform tents)
Main uses
Every area but 7: house, vacation rental, horticulture, public use; home business. Area 1 adds a gallery, general store, office, rental shop, resort accommodation (strata suites), restaurant, retail store and winter activity facility. Area 2: marina, rental shop, winter activity facility, boat storage. Area 4: RVs, townhouses, bakery, bank, boat launch, deli, fuel storage, gallery, general store, marina, personal services, post office, pub, restaurant, retail store, day care, office, public education, winter activity facility. Areas 5 and 6: bed and breakfast. Area 7: alpine ski facility (snowcat and heli-ski base), employee camp, guiding and tours, office, public education, storage and maintenance, winter activity facility, helipad (s. 5.10)
Smallest lot for a subdivision
Houses: 1,000 m², 15 m wide, in Areas 1 to 4; 1.0 ha, 30 m wide, in Area 5; 2 ha, 30 m wide, in Area 6. Area 4 townhouse lots 300 m², 6.5 m wide, and RV lots 300 m². Area 1 commercial lots 1,000 m². A new lot must be on community water and sewer where the density passes one home per hectare (s. 5.10)
Lot coverage
Houses 30% in Areas 1 to 3, 40% in Area 4 (townhouses 50%), 15% in Areas 5 and 6; commercial 20%; other uses 20% in Area 1, 40% in Areas 2 and 3, 30% in Area 4 (s. 5.10)
Height limit
Houses 11.5 m in Areas 1, 2, 5 and 6, 10.5 m in Areas 3 and 4; accessory buildings 10 m with a dwelling in them, 8.5 m otherwise (Area 6: 10 m; Area 4 townhouses 7 m). Commercial buildings 15 m; other uses 15 m in Area 1, 11 m in Areas 2 to 4. Area 7: the winter activity facility and storage buildings 15 m, accessory buildings 7 m at the employee camp and 10 m at the winter facility (s. 5.10)
Setbacks
Houses: front and rear 7.5 m; sides 2.5 m inside and 4.5 m by a road in Areas 1 and 2, 2 m in Area 3, 3 m in Area 4 (townhouses 2.75 m), 5 m in Areas 5 and 6 (there, accessory buildings 3 m from the rear). Commercial: 7.5 m, 4.5 m from an inside line in Areas 1 and 2. Other uses 10 m (Area 1: 12 m by a road). Area 7: 7.5 m at the employee camp, 10 m at the winter facility (s. 5.10)

Which development area a lot is in is on the bylaw's zoning maps (Schedules B and C); the CSRD's open zoning layer gives only "CDB2", so we don't know it here: ask the CSRD.

Each area has a base density the owner can raise only by first providing the amenities in Appendix B (trails, beach accesses, staging areas, park and a fire hall site): Area 1, 1 home per hectare (41) up to 3 (123), resort units 0.5 (20.5) up to 1 (41), commercial floor area 20 m² up to 100 m² per hectare; Area 2, 1 home per hectare (26) up to 5 (130); Area 3, 1 (38) up to 3 (114); Area 4, houses and townhouses together 73 up to 145, and RV spaces 0.5 (73) up to 1 per hectare (145); Area 5, 1 house and 1 secondary dwelling unit per hectare (8 each), no bonus; Area 6, 0.5 homes per hectare (60) up to 1 (120).

Vacation rental is a listed principal use in Areas 1 to 6 (the bylaw's rules for it are in s. 3.21). Ask the CSRD what it needs on a given lot.

Accessory buildings for houses: 250 m² with a dwelling in them, 150 m² otherwise (Areas 5 and 6: on lots under 0.4 ha; 250 m² on lots of 0.4 to 2 ha). Area 4's table gives the two the other way round (150 m² with a dwelling, 250 m² otherwise) and townhouse accessory buildings 40 m². Commercial accessory buildings: 200 m² in Area 1, 75 m² in Area 2, 60 m² in Area 4. A home business in Areas 5 and 6 is at most 65 m².

Area 1's table gives 40 under houses per lot for commercial lots without saying what they are; ask the CSRD.

Secondary dwelling units (s. 3.15): with community sewer, one attached suite and one detached cottage; on septic, one or the other on lots under 1 ha, both on 1 to 8 ha, and one per house over 8 ha. Each is at most 140 m² (net), has its own outside door, stays on the same title (no strata), and can't be a bed and breakfast or, unless the bylaw allows it, a vacation rental. On septic it needs a backup field area, protected by covenant on lots under 1 ha. Not allowed where a site-specific rule already permits more than one dwelling.

Site-specific exceptions listed in the bylaw by legal description can add or change uses for one property, and development permit areas, the ALR and building rules apply on top. Confirm with the CSRD's planning department before you buy or build.
